Okay, me and GoldenFerret are having an argument.

My Argument:
  • If a Pokemon with, say, 14 IV's in Speed is given a Power Anklet, the offspring will have 14 IV's in speed. Meaning that the parent passes down it's IV to the offspring, exactly, and guaranteed

His Argument:
  • Power Items help improve the IV's for a certain Stat, and will pass down and vary with the parent's IV. Meaning, if a Pokemon has 16 in speed, the offspring has a 60% chance of having that stat improved.

Who's right?

I don't know either, but I'd place a guess that it works roughly the same as an Everstone, and passes it down with a 50% chance. But I'm staying outta this, okay?

To tell you the truth, I think Cob is talking about HG/SS and TheGoldenFerret is talking about D/P/Pt, so your both right. In HG/SS the offspring gets the Iv's exactly like the parents had, and in D/P/Pt is what TGF said.

This was introduced in HGSS, so no. I know this for certain (I remember seing it on Serebii somewhere).

Isn't that what I said? I'm almost positive that Cob's statement is HG/SS and TGF's statement is D/P/Pt.

It isn't. The concept did not exist in DPPt, so therefore TGF's argument is moot, as he says there was a chance. Because the concept didn't exist, it would not have made a difference. I may be wrong; anyone care to try it out?

Actually this concept did exist in dppt, that's why poweer items were created =P

No, this concept did not exist in D/P/Pt. The Power Items were created for EV Training purposes only, if you scroll down to the Power items on this page: http://www.serebii.net/games/breed.shtml you will see that it says "Heart Gold and Soul Silver add another means of..."
Whereas, in D/P/Pt, the only description you'll find for them is to EV Train.

Well, the thing is, the Power Item IV Trick did not exist in D/P/Pt. It purely exists in HGSS+ So in D/P/Pt. giving a parent a power item would not have any additional effect.

Cob is right, I've done extensive IV breeding for 31 IVs in both defenses for a Dusknoir and 31 IVs in Attack for a Rhyperior (If I remember correctly).

However, I think one of the Dusknoirs had around 28 in Defense when it should have had 31, could have calculated it wrong or something though.

Also the ONLY thing the items did in D/P/Pt was increase the gaining of EVs, nothing to do with IVs.
