Okay, ScarfNite. Now, before I start on the actual analysis, I'd like to rebuff the inevitable cries of "but it gets ExtremeSpeed!" But ask yourself this: Can Dragonite hit Steels hard enough with ExtremeSpeed? Can it outrun them without? Scizor gets in with Bullet Punch, HP [Ice] ScarfTran sez hai, and ScarfRachi sometimes packs Ice Punch. How do you hit these super-effectively without being outsped? The answer is the item that has made it's way into so many other Smogon analyses: Choice Scarf. Okay, ExtremeSpeed is left out for obvious reasons. Dragonite is faster than Heatran by 3 points, so ScarfTran can be easily revenged before it can blink. Dragon Claw over Outrage because it's meant to be a revenger, and not many revengers like being stuck into one move over three turns (and then being confused). Ice Beam revenges Mence (especially Naïve variants), Flygon (not Scarfed) and other Dragonite, and Fire Blast provides an answer to Skarm and Zong.
